Child Porn Charges Filed
Former Resident Arraigned On More Than 100 Counts

July 9, 2004
By KEN BYRON, Courant Staff Writer

ROCKY HILL -- A former resident who police say took many sexually explicit pictures of a young girl is facing 117 child pornography felony charges that could land him behind bars for dozens of years.

John Foran, 29, of
Massachusetts and formerly of 200 Cold Springs Road, was arrested Wednesday after turning himself in to town police. He was arraigned Thursday in Superior Court in New Britain, and was being held with bail set at $300,000.

Foran is charged with two counts of promoting a minor in an obscene performance, 111 counts of possession of child pornography and four counts of impairing the morals of a minor. His case was continued to Sept. 14.

Town police started investigating in January 2003 afte
r receiving a complaint from the state Department of Children and Families about possible sexual abuse.

Police said they found 111 pornographic pictures and movies of children on Foran's computer, including 98 photographs of the young girl taken in 2000 and 2001.

Officials would not comment on how Foran knew the child or how old she was when the pictures were taken. The girl did not know he was taking pictures of her when he did so, police said.

Among the children depicted in other images was a child from
Great Britain, where at least one picture was taken, police said.

Assistant State's Attorney Louis Luba said Foran lived in Connecticut most of his life until he moved last September to Massachusetts to take a job as an accountant for a radio station there.
